Why can I get a Toyota Prius with package #3 or #4 in SoCal?

want bluetooth don't want navigation or leather. neither nearest dealer in los angeles, nor toyota's website, let me configure prius package #3 or #4 socal zip....but dealer can't tell me why. prius can configured in san francisco #3 , #4 (using sanfran zip), no cities in southern california have packages available online. what's deal?
