Is it illegal for an employer to take taxes if they pay with personal checks? what do i do?

ok work daycare, it's been month , haven't gotten first check. manager tells me she's going pay me , writes personal checks. calls me , tells me "someone" has show how take taxes out. fishy right? told me if she's taking taxes, need proof. form ask for? should tell her? can report to? should report it? held responsible though didn't know? , didn't have me fill out w2 form. if decide quit?
