Tattoos on the wrists?

can wrists tattooed? cause lots of bleeding?
im thinking of getting tattoo design on arm starting wrists, need cover scars there since use brutally burn/cut myself. im okay now, ive stopped. think idea have have tattoo on areas wont have ruin them if ever want hurt myself again.
