Why won't my OBD computer reset in my 2001 Mazda Protege?

years had 96 ford contour had repairs pass emissions, obd computer not reset in order me tested. drove around expired tag months, thousands of miles , ended having 2001 mazda because contour refused reset , couldn't stand being worried ticket. last year had mazda repaired pass emissions (check engine light had been on) , had same sort of problem, after driving , driving city , highway, reset. last repair had on car battery disconnected in november. took car emissions yesterday , failed because said obd computer wasnt ready , needed drive around more. ive driven 4000 miles since last time battery disconnected!! city , highway. im afraid going situation contour , cant afford new car. why keep happening me?!
