Do I have to use my Primary Medical Insurance if my Secondary is better insurance?

have dual coverage medical insurance. have had secondary insurance years before got job , have own insurance. new insurance sucks, , rather not claim them , rather have secondary insurance billed. want not put claims through under primary or use newer primary insurance. when got new primary, @ no cost me, accepted it, thinking use , continue using old insurance. heard when go doc have use new primary , old insurance secondary. can't cancel insurance because bought on cafeteria plan , irs won't allow cancellations unless major thing has happened (birth, death, divorce, etc). can me???
