15km/5h upstream. 3 km/ h
downsteam speed = speed of boat - speed of current

x+y = 5
x-y =3
add 2 equations 2x = 8 , therefore x =4.
meaningi speed of boat in still water 4 km/h . plugging first equation give y 1km/h. that's rate of current.
