Is my Subaru's wheel/tire stuck?

have '88 subaru , can't stinking wheel off.

ok, i've changed many flat tires before subaru being pain. removed lug nuts wheel not budge. rotates not come off hub. rusted? don't think it's had kind of maintenance few years. drove once 15 miles place. have suggestions? should spray wd-40 somewhere , hit few times hammer? *shrug* in advance help.
