My laptop came with an advertised 250 GB...but there's less?

everyone's input far. seems make sense now.
thing i'm curious if 194 gb starting normal. haven't installed programs (ie. microsoft office) , it's blank whatever came on it. know people buy 500 gb harddrive can use 480 gb, why isn't numbers higher like...215 or 210 gb?

i bought laptop advertised 250 gb, says has 221 gb. , so, 194 gb can used own personal storage. wondering, normal? mean...i 60 gb less advertised amount, , seems lot.
