can observed, mill seemed none please costs incurred on east-india company (eic) keeping ports of singapore, malacca , penang free of charges , duties benefiting 'nations of east asia'. comes puzzlement since mill, utilitarian, should interested in achieving 'the greatest happiness of greatest number'; happy ones, in case, being 'nations of east asia'. such question comes mind: mill saying here because duty representative of eic protect financial interests?"
