Is education in USA free and 3rd grade in India is equal to which Grade?

tax based on income. in texas there no "state" income tax, @ least there wasn't when lived there. pay federal taxes, % of income , % goes more money make. speaking pay 20% federal tax. federal taxes go washington dc - our federal gov blow on stupid stuff war shouldn't in.

schools funded @ local, not federal level. tax dollars used pay public school, in texas comes property tax. if own home, pay property tax. if rent home don't directly pay property tax, landlord does, supply funds landlord through rent. property tax based on value of home. pay amount per $1000 of assessed value of property, $15/1000. if home assessed @ $200k pay $15 x 200 = $3000. every community have own property tax rate, used $15/1000 example.

public schools aren't "free", write check someone, not school. advantage of system everyone, regardless of status of living can send kids school. pay property tax regardless if have kids in school or not.
