I'd like to generate some user traffic to a new beta web site. Where can I announce the URL without spamming?

i'm working on new site i'd have people review, might possibly lead them referring others site, want in way won't blacklist me kind of spammer. not e-commerce site; i'm not interested in seo or other types of things people asking questions @ yahoo! answers seem interested in, want real user feedback , word-of-mouth advertising.

want know people's thoughts on concept of site, might see on site, we've done or not well, what's broken, etc.

i'd know if there kind of legitimate, popular "check out new site" announcement board on internet somewhere can use put url out there , traffic site. needs free solution problem; i'm not spending money on advertising @ point in site's life. "real world" solutions appreciated, too.
