Why doesn't the United States offer free college education like some countries in Europe?

states used to. california, in particular, had free tuition state universities residents met academic criteria. boosted state forefront in science, aerospace, , computer technology in particular. when governor of california, ronald reagan cut education budget (including k thru 12). cut college , university funding eliminating free tuition program. several of other states had trouble getting such funding thru legislatures , if not programs killed.
btw, none of "savings" passed tax payers. increase of highly trained scientists , technical people increased tax revenue, covering cost thousand fold.

....such denmark. wouldn't easier more productive country if able achieve "first-world" education without money crisis , thousands of dollars in debt left afterwards?
