if read through e-mail carefully, you’ll find never uses term "illegal immigrant." rather, anonymous author makes careful mention of people "are not u.s. citizens." because addresses programs available legal immigrants entered country legal means or have legal permanent resident status. none of programs available illegal immigrants.
