there 3 types of governments: unitary, confederal , federal.

unitary:
under unitary form of government, power located in national capital. france example of unitary state. although france divided 95 regions (or, "departments") these departments have no real power tax or regulate. exist in order fascilitate policies enacted central government in paris. thus, in unitary state, power centralized regional governments having no real say.

confederal.
under confederal system, 1 has virtual opposite of unitary system. under confederalism, virtually power held regional governments, central government having token powers. first government of united states (under "ariticles of confederation") perfect example of confederal government. under "articles of confederation" every state in america free raise own army, coin own money, regulate own commerce, put tarriffs on goods coming other states, etc. in short, each of states acting independent nation in name. central government existed maintain foreign policy, did subject approval of states. states tax , regulate. central government not unless states agreed.

federal.
federal system attempts create government in-between 2 forms mentioned above. in federal system, power not located in 1 area, rather shared central government, , states. made happen carving responsibilities seperate spheres. example, of american history, central government controlled aspects of foreign policy, , laws pertaining commerce among various states. problems pertaining activities within states, though, handled states themselves. under federal system, both central , state governments free tax, regulate , each has prime position in of areas of responsibility.
