How do I model hair in clay sculpture ?

far, i've created bit of base (an outline of hair line is). smoothed out 'under-layer' flowly grooves. it's of jason bateman, , sculpt hair this:

don't know how start. did miniture version of sculpture 'tube/string' method hair - looked rasta. not good.

can me out ? plz nothing advanced tools - i'm bit of purist ( ionly sculpt paper clip , fingers). it's second sculpture (my first being small version).
