car runs bad. going down highway , rpms start jumping , itll normal... week ago driving down highway , breaking off onto on ramp , car stalls out... took mechanic , put new starter in retard.. didnt fix problem... car acts fine first couple miles , anytime apply breaks slow down car dies of time... suggestions? please help!
