Help with boat issue please~!!!!?

bought boat off of craigslist (like ebay local , no selling fees) , given impression title arriving in few days. people ignoring emails...the phone number put on bill of sale agreement incorrect. have tried calling local police (sherman, tx) told me civil matter...have go through texas department of parks & wildlife...called them week...only got voicemail. called local police (dallas area) , cant me either. either want boat titled or off of property. advice? can resell without title? asking in hopes out there knows...i feel sick on this.
