Can I cover oil based paint with latex paint?

moving new apartment next weekend, , did final walk-through yesterday. asked if okay re-paint. said okay, if covered oil based paint correctly.

walls have flat latex on them.. not worried painting those..

need cover oil based paint on the molding, doors, window trim, , cabinets.

currently, oil based paint horrid dried mustard color. want make white. walls off white.

recommendations?
