My Father Has a dog. How can we get him certified to be his service dog?

tasks alone though, not make dog service dog. dog must have health, , have impeccable temperament. must cope stress public access work place on them , lot. hours long, conditions rough, , have kids jump on them, grap tails, hit them, people scream @ them, etc.
