91 Subaru Legacy shutting off...?

subaru (sometimes) shuts off when come or still coming stop. rpm's drop down 0 , feel going stall go up. today check engine light came on , didn't start normal when started today. had problem before fixed, dropped new engine , problem came back. read on question similar check vacuum holes? it? brother said check fuel filter...where both these things located. took car subaru mech. , said nothing wrong...i fed car poopin' out.
