Does a blow off valve increase HP on my 97 toyota supra?

no. bov smoothes out turbo while on-and-off throttle. happens while on throttle , turbo adding boost, valve remains closed , turbo pumps air engine normally. without bov, , throttle closed, turbo trying pump air against closed throttle plate. creates pressure spike in turbo output , sends pressure "wave" crashing , forth between throttle plate , turbo compressor blades. pressure spike slows down turbo , pressure wave can damage turbo. phenomenon not quite drastic on intercooled engines still present. when throttle opened again, turbo has spin again ( creates turbo lag ). if bov present, bov open throttle closed, releasing pressure spike away turbo , avoiding pressure wave phenomena.
