Waiting 5 years for getting IT Refund?

hi,
waiting refunds department, govt of india amounting 1.20 l inr (without interest).
4 years refund pending since 2003.

everytime contact ask@incometaxindia.gov.in or call aaykar sampark kendra, reply go , meet assessing officer. located in hyderabad , assessing officer in kolkata. going there not feasible me.

sent tax consultant meet department officials in kolkata, , asked bribe 20% of refunds.

lost. do now? suggessions helpful
