Tax return from abroad for a foreign national?

hi, i'm dutch national worked in in 2006 , 2007 (partially). have 2 questions.

1. never received tax return 2006. unfortunately have lost papers had sent, there anyway can check why haven't been paid? had set paid account via direct deposit.

2. need fill out tax return 2007. worked until end of april , have been in netherlands ever since. how go doing this? sites i've been on require address in us.
