practice.

depending on how far along artist, recommend copying see feel it. once you're comfortable that, try drawing characters/whatever out of head. once comfortable , feel advancing, check out tutorials. these overall, , can find tutorials you're weakest (hands, bodies, noses etc).

if you've made far , you're still interested @ becoming better, well...start drawing life reference.
draw real people.
problem lot of amateur anime artists drawing flat or awkward. real anime artist (in japan...and cartoonists anywhere...anime japanese cartoon after all) draw life. making anime or cartoons simplifiying , styalizing drawings life.

drawing life give drawing sense of form, mass, , anatomy right (even if it's anime).

, if you've made far, you'll start studying muscle groups, bones, clothes etc. or may sick of , decide never draw again.
