Why can't open my FSX Aircraft CFG File?

if have not done so, right-click on .cfg file trying edit , select windows notepad in "open with..." option. if continue experience same issue experiencing now, may want refer question computer section. have never experienced describing, can't provide further assistance. sorry.

when try open aircraft cfg file window pops closes , ask me if want "open" or "save" , when click "open" window pops , closes again , asks me if want open or save again , keeps happening. please me. thanks.
