There were countries who conquered and others which were conquered. Which do you think benefited more?

there countries conquered other countries , made them pay taxes etc...
there countries did not have strong enough army push invaders away countries , conquered. had adapt new ruler's new customs, learn conquerer's language, etc when conquered.

in end, think benefited more of two, if later on, conquerers pulled down empires , freed countries conquered , conquered countries gained independance?
