Tatkal passport - india?

iam going apply passport under tatkal scheme. need clarify these doubts -
1, passport issued under tatkal scheme given 10 years validity normal mode or given short period?
2, in annexure i, notary public should attested....i need know & fall under notary public? ex- whether doctor notary public.??
