Painting over dark blue wallpaper?

if wallpaper in perfect condition can paint on it. if in less perfect condition, removing , doing skim coating best. cause if paint on so type wallpaper make wall bad. , spend time , money on painting whole thing see looks bad wouldn't good. paint can cover on dark colors. moved our current home , had navy blue walls , painted tan on them. took couple coats, worked!
