Anyone else think making acting majors do tech in university theatre programs is a bad idea?

university theatre department head , theatre program director 28 years, , never liked way tech director insisted actors had tech, did not require techies attend rehearsals. actors had put in twice time on show did techies. solved problem creating company class in worked tech until set finished , props gathered, rehearsals began. general theatre major, not acting major. think theatre programs require acting majors more act bogus. you?
