Type of paint to use for painting over "ceiling paint" and cracks?

want/need repaint apartment, because walls painted white "ceiling paint" , day moved in of walls got covered in scratches , scrapes. there special techniques/paints/primers need, because neighbor told me paint on walls "ceiling paint" , that's why damaged. have 10ft high walls, , have noticed cracks near top, should doing in particular those?
