2 1/2 cups boiling water
1 t. powdered alum
3/4 tsp. oil of wintergreen

mix cold water , flour together, stirring until smooth.
add boiling water , mix well. pour mixture top of double boiler.
cook on low heat until smooth. add alum , stir.
remove heat. when mixture cool, add oil of wintergreen.

make paste:

1/2 cup all-purpose flour
2 cups cold water
2 cups boiling water
3 tbsp. sugar

mix flour , cold water in bowl. add mixture boiling water , allow return boil. remove heat , stir in sugar. mixture cools thicken does.

can make quicky paste putting flour in bowl , adding water until have kind of soupy paste.

if you're planning make want last years , years, aware flour paste can moldy, in humid environments. might want try using powdered wall paper non-pourous adhesive (note: please read waring on carton) mixed water. comes in milk carton type containers , can find anywhere wallpaper sold.

sure cover work area lots of newspaper or wax paper - papier mache can messy!

make shape:

tear (don't cut) narrow strips of newspaper or newsprint. narrower strips work best when using rounded mold... flat or rectangular surfaces, larger strips ok. dip strips paste, coating completely. lift strip out, run between thumb , forefinger squeeze out excess paste. drape strip across mold. overlap strips go - torn edges blend , final product have smoother finish. may need more 1 layer of paper. it's best allow each layer dry before putting on - means projects take several days!
