Can I paint over painted brick, or do I need to sand or prime first?

depends on existing paint surface. if slick , shiny, should prime first, paint on interior latex. if covered in soot, clean mild soapy water solution (like dawn dish liquid), prime , paint. if clean , dull flat surface, grab latex , start painting. keep saying latex because don want use oil based products, flamable.

i have fire place brick painted white, want paint dark brown. can i: paint right on it, prime first, or must remove paint?

really not want remove paint. messy. great. thanks!
