Why didn't she get a scholarship?

daughter found out today friend got $7,000.00 scholarship auburn. daughter applied scholarship. scored higher on act, has higher gpa, has more community service hours , more of financial need, , applied earlier , accepted. friend wasn't accepted @ first because scored 18 on act. why did friend scholarship instead? , kicker is-the friend doesn't plan go college anymore. going private college out of state instead?? what's deal? daughter may not able go because money scarce. daughter has career goal. friend wants away home , have party. don't understand it?? did right things , got nowhere.
