Mazda Miata brake noise?

have 2001 mazda miata. had brake pads changed , squeal when stop. called service tech today said soaked them in anti-squeal compound before putting them on. suggested stopping hard 2-3 times in order wear off rust on rotors, causing squeal.

make sense anyone? don't think weather, because squealed in both rain , shine, morning , night, , regardless of how long i've been driving car.

, suggestions on how eliminate squeal appreciated.
