Lighter skin tones/tanning?

i'm lightly olive, yellowish, creamy skin-toned color? arms darker, tan! runs hands, upper arms. don't how uneven look. in couple of weeks have wear revealing dress , don't want 2 differnt skin tones!
wondering if there way make arms bit lighter?
