Does the coolant in your car effect the a/c that blows ?? pontiac..?

have pontiac grand gt..and when had garbage dex-cool coolant in it...the a/c sucked...it carely cool , thiking needed juice a/c.....but ever since have flushed cooling system out twice , getting garbage dex-cool out...the a/c blows cold now;; know friend new dodge , coolant bad...it feels cool not cold....and car brand new..is dbecause dodge runs on dex-cool???
