Is it illegal to advertise your band/shop with chalk in Melbourne?

sure local council have law or regulation prohibits this, , right impose fine. however, have seen posters , signs put on lamp posts advertising 'garage sales' , 'concerts'. these signs eyesore , never taken down people put them there. have never read or heard of of these advertisers being prosecuted, although should be, , ordered remove them. in sydney, years ago, fellow used write word 'eternity' on city footpaths using chalk. nobody bothered. frankly not believe idea, have enough advertising , clutter around without having footpaths being used purpose.

just wondering, illegal advertise band or shop writing details on footpaths in melbourne's city (just because don't see often)
