What is the TRUE gas mileage on a 2008 Toyota Prius?

have 2008 toyota prius. gas mileage on paper got dealer says it's 48 mpg city, 45 mpg highway. however, when i'm driving it, seems it's reversed: 45 city, 48 highway. i'm wondering if else has noticed or not. mistake manufacturer or fault car? i'm confused.. appreciated. thanks!
