1992 Toyota Paseo getting VERY POOR gas mileage. Why?

have 1992 toyota paseo - manual 1.5l engine. should giveing me around 30-35 mpg on freeway. i'm getting 17-19.
have changed: plugs, rotor, distributot cap. no change. idles rough - rpms bounce 700-1000 rpm. during accelleration no notice of hesitation or misfiring. exhaust system has crack exhaust header meets down pipe. wouldn't think affect mileage much.
when changed plugs had lots of dry carbon deposits on them. no signs of either head gasket problem or of cracked block. oil clean. no check engine light on. have not checked codes.

ideas?
