sec. 135.181
performance requirements: aircraft operated over-the-top or in ifr conditions.
(a) except provided in paragraphs (b) , (c) of section, no person may--
(1) operate single-engine aircraft carrying passengers over-the-top; or
(2) operate multiengine aircraft carrying passengers over-the-top or in ifr conditions @ weight not allow climb, critical engine inoperative, @ least 50 feet minute when operating @ meas of route flown or 5,000 feet msl, whichever higher.
(b) notwithstanding restrictions in paragraph (a)(2) of section, multiengine helicopters carrying passengers offshore may conduct such operations in over-the-top or in ifr conditions @ weight allow helicopter climb @ least 50 feet per minute critical engine inoperative when operating @ mea of route flown or 1,500 feet msl, whichever higher.
(c) without regard paragraph (a) of section, if latest weather reports or forecasts, or combination of them, indicate weather along planned route (including takeoff , landing) allows flight under vfr under ceiling (if ceiling exists) , weather forecast remain until @ least 1 hour after estimated time of arrival @ destination, person may operate aircraft over-the-top.
(d) without regard paragraph (a) of section, person may operate aircraft over-the-top under conditions allowing--
(1) multiengine aircraft, descent or continuance of flight under vfr if critical engine fails; or
(2) single-engine aircraft, descent under vfr if engine fails.
sec. 135.183
performance requirements: land aircraft operated on water.
no person may operate land aircraft carrying passengers on water unless--
(a) operated @ altitude allows reach land in case of engine failure;
(b) necessary takeoff or landing;
(c) multiengine aircraft operated @ weight allow climb, critical engine inoperative, @ least 50 feet minute, @ altitude of 1,000 feet above surface; or
(d) helicopter equipped helicopter flotation devices.
