Proper prop size for my boat?

have 16.6 ft fishing boat, 40hp johnson motor on it.
i'm having problems planing out 3 or 4 people in boat.

current prop 11.5 x 19, asked @ couple boat stores , got similar different answers.

should looking for. happen revs(current 4800 max when planed out), speed, , gas mileage if go down in prop size?
