92 Mazda Protege Cranks but does not start?

have 1992 mazda protege. times when make multiple short trips experience when put keys in ignition , try start, cranks , seems start car not start.
wait 5-15 mins , try again , car start fine.

becoming irritating. if take work in morning , home works fine, have noticed during multiple trips. california's best (evelyn sunnyvale ca) not act not repair , asked $65 in labour.

1. have brand new batteries (6 months old)
2. new timing belt
3. have used ignition cleaner clean it.

symptoms have obsered see lot of smoke when issue observed, steering wheel seems locked , break stiff.no specific time issue.
once starts, can take on 100 mile trip. late errands because wont start!
